Meet the Inspector General

REBECCA ANNE BATTS
Inspector General, Pension Benefit Guaranty Corporation

The Pension Benefit Guaranty Corporation's (PBGC) Board of Directors appointed Rebecca Anne Batts as Inspector General effective April 28, 2008. As Inspector General, she leads the PBGC Office of Inspector General in fulfilling its statutory mission and in assisting Members of Congress, the PBGC Board, and PBGC senior leadership as they protect the pensions of American workers and retirees. Prior to her appointment, Ms. Batts held progressively responsible senior executive positions at the United States Department of Transportation, Office of Inspector General. While serving as Assistant Inspector General for Highway and Transit Audits at DOT OIG, she received the Secretary of Transportation's gold medal in recognition of work done in responding to the collapse of Minnesota's I-35 bridge.

Ms. Batts began her career in the Inspector General community at the United States Department of Agriculture (USDA) OIG as a student intern in Georgia State University's cooperative education program. After her graduation with a degree in accounting, she held a variety of auditing positions in Atlanta's Southeast Region, at USDA OIG Headquarters where she was Director of the Rural Development and Natural Resources Division, and in the Northeast Region where she served as Regional Inspector General.

Ms. Batts is a certified public accountant and a past president of the Washington DC Chapter of the Institute of Internal Auditors. She is married and has a son. She is an active volunteer in her church, at her son's high school, and in community organizations.

Ms. Batts is the third person to serve as PBGC Inspector General, following Wayne Robert Poll and Robert L. Emmons. The PBGC OIG was established by law in 1988 to provide the PBGC Board of Directors and Congress with objective and independent reviews of the efficiency and effectiveness of PBGC operations and activities. The PBGC OIG carries out its mission by issuing audit reports, evaluations, and management advisories with findings and recommendations to improve program delivery and performance. By statute, the Inspector General also conducts investigations into potential violations of federal law and regulation and reports suspected civil and criminal violations to the Attorney General.
