Rebecca Anne Batts Inspector General
The Pension Benefit Guaranty Corporation's (PBGC) Board of Directors appointed Rebecca Anne Batts as Inspector General effective April 28, 2008. As Inspector General, she leads the PBGC Office of Inspector General in fulfilling its statutory mission and in assisting Members of Congress, the PBGC Board, and PBGC senior leadership as they protect the pensions of American workers and retirees.
Prior to her appointment, Ms. Batts held progressively responsible senior executive positions at the United States Department of Transportation, Office of Inspector General; While serving as Assistant Inspector General for Highway and Transit Audits at DOT OIG, she received the Secretary of Transportation's gold medal in recognition of work done in responding to the collapse of Minnesota's l-35 bridge. She began her career in the Inspector General community at the United States Department of Agriculture OIG, where she held a variety of leadership positions, including Regional Inspector General and Director of the Rural Development and Natural Resources Division.
Ms. Batts holds a degree in accounting from Georgia State University. She is a certified public accountant, a past president of the Washington DC Chapter of the Institute of Internal Auditors, and an active volunteer in her church, her son's school, and community organizations.
Deborah
Stover-Springer
Deputy Inspector General and Legal Counsel
Deborah
Stover-Springer was appointed as the Deputy Inspector General
and Legal Counsel in 1993. As the Deputy Inspector General,
she oversees audits and investigations and manages the day-to-day
operations of the Office of Inspector General to promote positive
change, accountability and integrity. As the sole attorney,
Deborah provides legal advice to the IG and staff.
Before
joining OIG, Deborah served as Legal Counsel for OIG on a
part-time basis while she was a staff attorney in PBGC's Office
of the General Counsel. In OGC, she focused on matters concerning
the Employee Retirement Income Security Act, the Freedom of
Information Act, the Privacy Act and labor relations.
Deborah
began her federal career as a litigation attorney in the Office
of the General Counsel of the U.S. Merit Systems Protection
Board, where she briefed and argued matters before the Federal
Circuit, 2nd Circuit and 5th Circuit Courts of Appeals. Her
private sector experience includes a labor law firm and as
a legal editor for the Bureau of National Affairs.
Deborah
received a Bachelor of Arts from Carson-Newman College, graduating
summa cum laude with a triple major in English, Education
and Religion. She received her Juris Doctor's degree With
Honors from the University of Maryland School of Law. Deborah
is a member of the D.C. bar, and is very active in her church
and her children's schools.
Joseph A. Marchowsky
Assistant
Inspector General for Audit
Joseph A. Marchowsky was appointed Assistant Inspector General for Audit in March 2009. Mr. Marchowsky has over 25 years of auditing experience in the financial, performance and information security arenas and has been a licensed Certified Public Accountant in Georgia since 1986. He has held a number of staff and managerial positions in the IG community including Program Director for Highway and Transit Audits at the U.S. Department of Transportation OIG and Assistant Regional Inspector General at the U.S. Department of Agriculture OIG. Mr. Marchowsky has a Bachelor of Science degree in Business Administration from the University of Maryland.
Aaron R. Jordan
Assistant Inspector General for Investigations
Aaron was appointed the Assistant Inspector General for Investigations on March 2006.
Aaron has over 16 years of investigative and law enforcement experience.
He began his career at the Defense Criminal Investigative Service, where he conducted investigations involving complex contract and procurement fraud,
health care fraud and corruption. He also served as Special Agent in Charge of the Strategic Enforcement Division at the United States Postal Service (USPS),
OIG. In this capacity, he was responsible for the management and direction of four major program areas: health care fraud; financial investigations;
contract fraud; and revenue investigations. He has received numerous awards to include USPS OIG Special Agent of the Year and Assistant US Attorney's Office,
Outstanding Law Enforcement Officer of the Year. Prior to joining the PBGC OIG, Aaron served as a senior investigator with the Transportation Security Administration,
Office of Internal Affairs. Aaron has a bachelor's degree in Political Science from the College of the Holy Cross, Worcester, MA. and a master's degree in Policy Management from Georgetown University, Washington DC.
