EVALUATION OF DATA PROTECTION

PBGC OIG welcomes stakeholders to contribute information for consideration when we conduct program evaluations. Evaluations are systematic, objective, and independent assessments of the design, implementation, and/or results of an Agency’s operations, programs, or policies. Our evaluations provide management, policy makers and other interested parties with timely information regarding program effectiveness, efficiency, economy, risk, and impact. Your identity will be protected in accordance with the Inspector General Act.

Early Warning

The PBGC OIG is currently conducting an evaluation of Data Protection of personal information to determine if PBGC’s controls relating to data protection are suitably designed and operating effectively at the Field Benefits Administration (FBA) offices, Post Valuation Administration (PVA) office, and Customer Contact Center (CCC). We are accepting input on this evaluation through July 31, 2018.

Early Warning

We are seeking input from participants, contractors, PBGC staff, or the general public regarding the protection of data at PBGC’s FBAs, PVA or CCC. We are specifically interested in the following:

  • What are challenges related to data protection that you have experienced with the FBAs, PVA, or CCC?

  • Do you have concerns about the access to personally identifiable information at the FBAs, PVA or CCC? If so, please explain.

  • Do you feel comfortable communicating issues affecting your work to management (PBGC and contractor)?

  • Are you aware of anyone misusing participant data such as names, addresses, social security number, or date of birth?

  • What improvements could PBGC make to the FBAs, PVA or CCC?

  • Are you concerned that more PII is being collected and stored than is necessary?

  • Are you worried that management has not adequately planned for how to deal with an accidental disclosure or system breach resulting in the release of PII?

  • Are you aware of PII being stored in a manner inconsistent with established policy?

  • Is PII being retained longer than necessary?

Data Protection at PBGC’s FBAs, PVA and CCC

The Office of Benefits Administration (OBA) manages the termination process for defined benefit plans, provides participant services (including calculation and payment of benefits) for PBGC-trusteed plans, provides actuarial support for PBGC, and carries out PBGC's responsibilities under settlement agreements.

Benefits administration is achieved primarily using contractors located in five field offices responsible for 1.4 million customers. Four out of the five FBA offices, located in Coraopolis, PA, Miami, FL, Sarasota, FL, and Wilmington, DE, are focused on processing the active inventory of approximately 500 plans. The fifth field office (PVA) in Richmond Heights, OH, administers over 4,000 post valuation plans. The CCC serves as the initial contact point for pension benefit participants.
