Evaluation of PBGC’s Contract Type Justifications (EVAL-2025-06), issued March 13, 2025
Overall, we found sufficient justification for the contract types selected for the six contracts we reviewed that were not Firm-Fixed-Price (FFP). Specifically, the Determination and Findings (D&Fs) addressed why FFP contracts were not appropriate or suitable and summarized market research as required. Additionally, we found that Contracting Officers signed the D&Fs and that the Head of Contracting Activity approved the D&Fs when applicable. However, PBGC can improve documentation relating to identifying additional risks due to contract type and resources needed to manage the contract type selected and ensuring the D&F establishes that the requirement was structured to maximize the use of FFP on future acquisitions.
